This is because, unlike cattle or chicken, horses have BIG EYES, and they're like PETS, and HOW CAN YOU KILL FLICKA!1!one!!!.
Of course, a matter of such pressing national importance as this required celebrities in the Capitol, so William Shatner and "actress" Bo Derek were on-hand for the vote.
Several Representatives are now on the Congressional Record for referring to the quadruped beneficiaries of this bill as "horsies".
Fortunately, this probably won't make it thru the Senate before the upcoming campaign recess, and probably won't be considered until the next Congress is sworn in next January, at which time it probably won't make the floor. There is a good reason for this: now many representatives can face their constituents and truthfully claim, "Hey, I voted to save the horsies".
