Wouldn't you expect more car-pooling, smaller vehicles, and overall less traffic during a spike in gasoline prices?

I just got in to work. The major roads were jammed, so I took some minor ones, but they were jammed as well.

This is three days this week I've been stopped on roads which were generally open just last month.

I suppose some of this can be blamed on the summer-time road construction and repair, but certainly not all of it.
